[Weather] Dalweathdb Going Crazy

Thanks Tim - it's nice to know there's a known problem and it's not just
my setup, even if we don't know how to prevent it.

The obvious band-aid fix is to treat it as a black box, run some process
accounting and force a kill/restart if dalweathdb starts hogging more
resources than appropriate.  This morning, of the fifty or so lines of
processes that appear on top on this screen, dalweathdb is still
comfortably off the bottom somewhere.
