[Weather] conversion help

Hi all,

 

The rain gauge I have say each tip is 0.01 of an inch, so is that 0.25 of a
mm per tip ?

The thing is it just doesn't seem to tip as much as I though it would.

 

During apparently heavy rain, it only tips 4 times, that's only 1 mm.

 

Is there any sensible way to test it ?
