two parallel independent gauges.

the small bucket with the rate limiting counting will measure the total amount
(volume) of rainfall quite well but will introduce a delay (rate saturation) in
the rain graph. 
this graph can be (almost) corrected with the (coarse) measurements of the
large bucket. the remaining (initial) amount of water in the large bucket after
(before) the pour is of little impact in the corrected graph

I suppose....
