[Weather] CVS Updated?

Hi Corey, et al.

Yes, I made some updates. I didn't get as much done as I'd hoped, but
the dailyrain stuff is ready to test. The next thing on the list is
rapid updates to Wunderground. I'm intending to run this off the
individual updates rather than the longer interval usually used for http
updates. That way we won't over-load the CWOP server.
