[Weather] Gusttime?

I'm trying to understand gust time and how it relates to reported weather.
Say my update interval is 10 seconds and my gusttime is 50  What does that
mean as far as gathering a gust data?

When it's set to 300 my wind/gust always reported the same on wunderground
and cwop.  Changing it down to 50 it seems to pick up gusts now.
