[Weather] Oww - Rapid fire wunderground now on CVS

I've now updated Oww on CVS to send rapid-fire updates to Wunderground.
If anybody fancies grabbing Oww off CVS and trying it, I'd appreciate
your reports.

Having grabbed Oww (http://sourceforge.net/cvs/?group_id=86628 - module
is "oww"), run autogen.sh and then configure as usual.

Set "httpwundon 2" in your setup file (or choose "Fast" in the
dialogue). This will run the uploads off individual updates instead of
your normal upload interval (everything else will run as before).
