[Weather] CVS Compiled now on Ubuntu. Some issues with new version

I managed to get the CVS to compile.  Make sure Automake 1.9 is installed
and the lower versions are uninstalled.

You also have to add the universe and multiverse libraries to add libgdk
stuff as well.


Notes on new version.


Setting interval to 300 so cwop gets 5 minute updates seems to break
rapidfire.  Going to play with this a bit more and see what's really going
on.
